HOW TO ADDRESS CAPABILITY-BASED PLANNING IN THE INTEGRATION OF THE INDUSTRIAL DEFENSE BASE IN TIMES OF RESOURCE CONSTRAINTS IN BRAZIL?

Abstract

This article was developed from a long professional and academic experience, with emphasis on virtual presentations and technical visits during CGERD/FIESP&ESG-2021, virtual presentations during CEPD/ESD-2022 and in-person presentations during the Force Development Simulation Internship at ESD=Escola Superior de Defesa-2022, which was taught by ESD faculty, as well as U.S. Armed Forces Reserve officers and U.S. civilian consultants and former Colombian Vice Minister of Defense. The bibliographic research that supported the points presented here will be demonstrated, in addition to capturing the opinions of military and civilians who gave their opinion from the US, Latin America and Europe, as well as several scientific articles by Brazilian military and civilians, with academic differential and conceptual in the business experience when I´ll present my proposal for National Defense Planning-2035/2040, as well as the opinion of senior commanders of the Active and Reserve of the Singular Forces, as well as a Colonel of the Military Police of the State of S.Paulo, responding about: 1-CBP-Capabilities-Based Planning; 2-Risk Management and Economic-Financial Sustainability of the IDB-Industrial Defense Base; and 3-Budget Restrictions.
