THE NEW UNWINDING MODEL IN LATIN AMERICA. THE BOLIVIAN CASE.

Abstract

This article aims to explore the development model Bolivia has tried to implement since the days Evo Morales came to office.   This model represents the limits and possibilities of the “neo- development” that has sprung up in latin America due to the exhaustion of the Consensus of Washington, the turn toward the left and the growing influence of non state actors. Firstly we will localize the Bolivian neo-development in its social-historical contingency. Then we will list the structural and ideological factors that are generating the displacement of the paradigm around the development in the region. From there we will consider how this model is settled in the National Development Plan (PND), the cornerstone of Morales’ government. This background will allow us a better understanding of the domestic as well as regional challenges that hinder the implementation of the PND.
