PEACE OPERATIONS AND THE “RESPONSIBILITY TO PROTECT” CONCEPT

Abstract

This article analyzes the conditions in which peace operations are being conducted in the current context of international security and especially the gradual inclusion the concept of “responsibility to protect “has had on them”.  Through a review of literature that relates this doctrine of international recognition with the inherent functions of the United Nations, its Security Council and enforcement measures, will lead to the conclusion that peace operations deployed under Chapter VII of the Charter, with consistent mandates and rules of engagement and coherent capabilities to face the situation, are the right tool for implement the “responsibility to protect”.
