Abstract

This issue of the journal is mainly devoted to present various topics related to Security and Defense at  State level, through a series of writings   related to aspects such as UNASUR, Antarctica, defense organizations in the South American continent and the defense situation in one of the Latin American countries, within the framework of an scenario that is mainly of a regional nature,

As we have been presenting through the last issues of the journal, in the field of Security and Defense it is increasingly difficult to draw a dividing line between both concepts, since the Security phenomenon is getting a wider scope and, in some of them, borders or enters the domains of Defense, resulting in a real challenge for States to make a decision on using or not of the armed forces in  security actions outside their normal roles and functions, performing tasks typical of police or security forces.
