MODELS AND SIMULATIONS OF PUBLIC POLICIES

Abstract

To analyze and project the evolution of any system, be it biological, industrial or social, as long as they have their own structures and dynamics, models and simulations, today they have a fundamental role to ful ll in advising policy decisions makers against the appearance of possible scenarios, each of which raises the same question always: What would happen if ...?

Through this essay we present some benefits of modeling and simulating in the context of Public Policies, particularly those related to Security and Defense. In a Deductive/Inductive we disaggregate and add what we call Systems of System, which have a dynamic behavior in time according to their life cycle, being an essential part in the development of Public Policies. We also analyze the concepts and fundamentals associated with the models and simulations, highlighting their importance to support the decision-making processes, in general and, in particular, through what we call parallelization and granularity. In conclusion, we identify the models and simulations as  flexible and adaptive methods that can contribute to provide greater welfare in society, as long as they are considered in the life cycles of the projects allowing visibility to measure the effects in time of a Public Policy.
