FUNDAMENTALS TO STRENGTHEN GOVERNABILITY. THE DEFENSE AS A POTENTIATOR

Abstract

 The emergence of social demands “2.0 mode” connected with health, education, social protection and others, linked to the needs of the national collective that would not be resolved in full by different government administration, and that have been empowered with other manifestations that from the political science point of view, are known as new threats to the State, would be causing some degree of friction in the environment of government management, and incidentally, have weakened the governance of the sectors concerned. In this field, it is postulated that "the administration of the State it would be required to develop certain strategies” that contribute to satisfy those needs demanded by the population, highlighting as the most efficient instrument that seeks to generate public policies. Therefore, it is reasonable to question whether the defense, as a State function, and a constituent part of a public policy, could improve its contribution to the State, and the administration, in the satisfaction of those shortcomings or flaws and, incidentally, mitigate the impact of new social phenomena, contributing to a robust governance.
