THE ADOPTION OF THE CONCEPT OF NATIONAL SECURITY IN MEXICO AND LATIN AMERICA: FOUNDATIONS, LIMITS AND PERSPECTIVES

Abstract
Defining the notion of National Security involves numerous risks since the concept has great semantic plasticity, and therefore can be applied to all aspects of social life. This paper analyses the elements that sha- ped the strategies of the different countries in Latin American to deal with organised crime, drug trafficking, and even terrorism, particularly in Mexico, where the Congress currently assesses the need to update the National Security Law to adapt it to the new geopolitical context. It is therefore relevant to analyse the theoretical framework of the National Security notion to understand the new hybrid concept in which police and military officers act in a coordinated manner to deal with new threats under the so-called Internal Security.
